[Torg] Why 0-21? Or why not?

I was referring to there are places where there is no cosm specifically
rated for that value, not that there are not explanations of what is
available. And the 0-30, and 0-21 I refer to belong to Dom and yourself
respectively.

Pulse's cosm (IU#3) had a Tech 32, but that cosm was never described in
detail.
I was referring to the mention Dom made that he does not have any current
cosm go above 22, which I think he said was the Star Sphere, though uses a
0-30 chart. And your current chart does not go above 21 at all, so all cosms
fit in 0-22 for what exists. Dom's extends beyond for undiscovered cosms, or
what have you, and yours leaves little room beyond the Star Sphere. Those
are personal choices, but they are not that far off in their actual
representations, really, if we avoid specifics.
