I think any focus on a specific biochemical product is slightly missing the point. Penicillin can be used at Tech 0 as a naturally occuring antibiotic. What the tech chart should govern is when naturally occuring biochemical products can be isolated, mass-produced and consistently synthesised. When something naturally occuring, or some principle of physics, or some mathematical construction is discovered isn't entirely relevant to the tech axiom - the tech axiom is concerned with when that discovery can consistently and reliably be used as a tool. It's for the same reason that Da Vinci's helicopter schematics don't bother the tech axiom particularly.
